Constitution

1.                   Wellingborough Old Grammarians Model Flying Association is a not for profit organisation with the aim to promote the sport of aeromodelling and provide facilities for its members to realise their full potential.

2.                   The Association consists of a membership fixed by the Committee.

3.                   Every new candidate for membership shall be proposed and seconded by an existing member.

4.                   The Committee consists of at least the Offices of Chairman, Secretary, and Treasurer.

5.                   The Chairman presides at meetings, and has a casting vote in the event of an equal vote.

6.                  An annual subscription fee payable by every member to be recommended by the Committee and to be approved by the members at the AGM.

7.                  Members must pay their annual subscription fee by the end of January to remain as members of the association.

8.                  A General Meeting is held every year to transact the following business as a minimum: -

a)       To receive and, scrutinise a statement of the Associations' accounts for the current year.

b)       To appoint the Officers and any other members of the Committee.

c)       To consider and, if approved, sanction any alteration to the Constitution & Rules.

d)       To deal with any special matter which the Committee wishes to bring before the meeting and to receive suggestions from the members for consideration.

9.                   At the Annual General Meeting the Committee Officers retire, but are eligible for re-election.
Any two members may propose any other candidate or candidates at the time of election.
The candidates who receive the most votes shall be declared elected. If two or more candidates receive equal votes the candidates with the least votes withdraw and re-vote.

10.               Any member of the Association can propose a change to the Constitution & Rules for inclusion in the AGM agenda or an Exceptional General Meeting convened for the purpose.

11.              An Exceptional General Meeting may be convened with 21 days notice either by the Committee or by the members (on receipt by the Secretary of a requisition in writing signed by not less than one third of the membership specifying the object of the meeting). The meeting may be called for any of the following reasons:

a)       To consider and, if approved, sanction any alteration to the Constitution.

b)       To deal with any special matter arising from the Committee or membership.

c)       To consider any changes to the committee, officers, or membership of the Association.

12.               In the event of an existing post becoming vacant on the current Committee, the Committee can invite any member of the Association to fill such vacancy for the remainder of the term.

13.              The Committee can expel any member who offends against the Associations rules or whose conduct is, in their opinion, unfit for membership of the Association. In this case the offending member will  be given 7 days written notice to attend a meeting of the Committee to inform the person of the complaint made against them. No person shall be expelled without having the opportunity of answering the complaint made against him to the Committee. No person shall be expelled without the majority vote of the Committee to do so.

Rules     

1.                   All members who are eligible must be members of the Wellingborough Old Grammarians Association and that they agree to be bound by the Constitution and Rules of the Wellingborough Old Grammarians Association, the Wellingborough Old Grammarians Model Flying Association and all byelaws made there under.

2.                   All junior and vulnerable adults are to be supervised at all times by a responsible adult (parent/guardian or senior member) who has the clearance, experience, knowledge and training commensurate with the type and degree of supervision required. The level of supervision can vary depending on age, experience and maturity but must be commensurate with the well being of the minor.

3.                   Members must be covered by valid BMFA insurance to fly.

4.                   Members must hold a valid BMFA A certificate in order to fly RC models solo. Those not having passed this test require the supervision of a club instructor or BMFA B certificate holder to fly.

5.                   Members should follow the BMFA Members’ Handbook for the safe operation of model aircraft.

6.                   Non-adjacent 35MHz transmitter frequencies (minimum 20kHz separation) to be used identified by an orange flag with white channel numeral.

7.                   The peg-on frequency control scheme to be used. Each member must provide a suitable peg indicating the member’s name for this purpose.

8.                   Members to observe the following flying times:

·         7 days a week         Dawn to Dusk            OG Memorial Sports Field

(except by prior arrangement for other major sporting fixtures or to allow field maintenance).

9.                   A maximum number of 6 (six) models to be flown at any one time.

10.               Always remove litter and any wreckage from the strip and surrounding fields.

11.               Guests are welcome under the supervision of a responsible member. Guests should observe the Constitution and Rules of the Wellingborough Old Grammarians Model Flying Association.

12.               Any member disregarding these rules will have disciplinary procedures brought to bear, as laid out in the Constitution.
